Background

The Eritrea Ministry of Health (MOH) implemented digital tools to improve the planning and monitoring of health commodities at zonal warehouses and some health facilities. The efforts have contributed to improvements in the capacity to use technology in health products management.

However, despite the significant progress made, the project faced several challenges. One of the main challenges was the need to enhance data visibility at the central level and capture data at the facility level. The current data transmission system had technical limitations, and broader infrastructure issues have hindered the transmission of data, making informed decision-making in the supply chain difficult.

Our Intervention

The objective of the project was to improve the information systems in Eritrea by deploying technical assistance to review the current landscape of technologies, governance, and process maturity, propose suitable solutions, and implement agreed-upon solutions in the country. Through this approach, the project seeks to enhance the overall effectiveness and efficiency of the healthcare supply chain management system in the country, ultimately resulting in better health outcomes for the population, particularly in the fight against AIDS, tuberculosis, and malaria.

Medical Access is providing the following services as part of its Technical Assistance to strengthen the Eritrea Public Health Logistics Management Systems:

✓ Develop a governance framework to guide the management of the public health supply chain

✓ Update the strategy and policy for the public health supply chain, and provide recommendations for filling gaps 

✓ Reviewing the current state of the existing eLMIS and other MIS systems in and associated with the public health supply chain 

✓ Develop a costed plan for systems (LMIS/eLMIS) implementation/enhancement and support the implementation of the eLMIS/LMIS system and ensure all system requirements are met

✓ Identify the data analytics and visualization needs of various stakeholders and develop guidelines for using such data for decision-making

✓ Provide RFP support, vendor evaluation, project management oversight, supply chain, and information systems expertise to ensure prospective vendor delivers per the RFP
